Outstanding public debt is one of the fastest routes to a decline and should be regularised or formally deferred before approaching the market.

Structures that travel well

Where the buyer is a large corporate or public body, confirming programmes fund suppliers at very fine pricing on the buyer's credit rather than the supplier's. For companies without that anchor, factoring with credit insurance is the common route.

What is confirming?

A buyer-led programme where the buyer's bank pays suppliers early against approved invoices. It prices off the buyer's credit, which usually makes it the cheapest funding a supplier can access.

Does public-sector debt block funding?

Arrears with AEAT or Seguridad Social will stop most Spanish lenders. A formal aplazamiento in good standing usually resolves it.
